What is the best software for network performance monitoring?

What software? considered the best for the total performance of the network. I am looking for software that controller? our switches, routers, the firewalls and the overall performance of our network. Ci? ? a victory 03 to run the network as the OS and has around 60-80 servers. Suggestions? What are the pros – and – control of that software?

Lots of commercial products will do this. But they tend to be expensive to buy and expensive to scale because of licensing.
