What software out there is excellent in doing enterprise planning?

I am looking for software that will model and optimize my business. This financials software should be able to model, design is a business and power throughout legarla back to my cash flow? I need the ability to run "what-if 'scenario' to see if the result of my decision, before they actually take the decision.
