Online gaming question?

I’m a hardcore gamer but was unsuccessful in finding a crime type MMORPG for my computer. I was looking for something along the lines of maybe a GT4 or something maybe a bit more like a gangster working his way to being a future boss. More or less the story would be like something you could do on the side to rank up your character and improve while you can run around a kill everyone else that was playing the game with you (or at least try). Anyone know a game like that? Also is it a free download as I am cheap and would like it to.
Edit – I’d rather not have a game that involves fantasy powers.
