Saints Row for the X-box 360 is just like GTA. are you asking about the ps2 specifically? I think Just Cause is a free roaming game.

just play vice city
and wait till the next GTA comes out

or simpsons hit n run (But no 1 can die and there are cops)
and other versions of gta also i think max pain is good too
