Where are all the police in the game MAFIA during freeride?

I was playing the game MAFIA in single play where the police are everywhere and I decided to see what freeride was like. It was then that I failed to see any police whatsoever. This sparked my curiosity. If anyone knows the answer, I’d love to hear it.

You can set the frequency of police around the city before you go into freeride. You may have turned them off.
Good to see people playing that game. It’s excellence has gone largely unnoticed.
I’m not sure, I guess they’re eating donuts and drinking coffee…
