Xbox 360 Live, How to find other players playing online games,?

I think I understand the question but will try and overview it then answer. You are looking to play on line with others which will fully utilize your xbox live experience. It appears and I am only guessing that you are attempting to do this from the xbox live dashboard. The only online people you will see from the dashboard is people who are on your friends list. Most all games that have online matchmaking or co-op mode you have to be in that game first then follow the menus to an area that states multiplayer or online.
For example, I have COD WaW. If I want to play campaign by myself I follow the menu after I press the start button to solo and then select the mission I wish to play on. If I want to play either co-op or multi-player I follow those links then to xbox live and then select the game type I want to participate in. (very general overview).
