why i can’t boot the second player after i play with low rate player than come hight rate to cover he or she?

you can’t boot people from a rated game
You can’t boot anyone if you aren’t the host.
You can’t boot your opponent once a rated game starts.
You can boot watchers if they’re not involved in the game and you’re the host.
