how to fix lagging problems on online games?

When im playing a game online im having problems but im not skipping like in most lagging problems but when i shoot Other players like a second later they die i dont know if its lagging but if anybodie knows what it is or how to fix it please tell me.

maybe your settings are set too high, try taking it down a notch because maybe your computer doesnt have sufficient memory or a good enough graphics card to handle the graphics..
