When im playing games online when i goto make a sever that works fine but people cant join my game?

Is this in one particular game or all games? Is it that they can’t join or they don’t join because of the ping times stated by the server? What games are this that are being created? Is this on a console or PC? What service do you have, DSL, cable modem, dial-up?
